Senior Resident Engineer

Roughan & O’Donovan (ROD) is looking to recruit a senior resident engineer for a 24-month contract position on the N25 Rosslare Europort Access Road scheme in Rosslare, Co. Wexford.

About the role

The N25 Rosslare Europort Access Road scheme is located in Rosslare Harbour, Co. Wexford, and involves improvements to the existing road network and the construction of a new road corridor to provide enhanced access to Rosslare Europort. 


As senior resident engineer on the project, you will lead the site-based team responsible for supervising the construction of 1.45 km of new and improved carriageway.


Key features include the construction of a new rail over bridge, installation of two access underpasses, 1.45km of new road construction to include pedestrian and cycle facilities, drainage, earthworks, signage local road tie-ins and associated works.

Duties

  • Assist the employer’s representative in the performance of his/her duties

  • Administer the public works contract for civil engineering works designed by the employer (PW-CF3)

  • Manage the site-based team and monitor the execution of the works in accordance with the contract requirements

  • Review the contractor’s submissions, including method statements, temporary traffic management plans and environmental management plans

  • Review technical queries and liaise with the design team on any design-related matters

  • Liaise with stakeholders and utility providers

  • Carry out daily site inspections of workmanship, witness testing and record daily site activities

  • Raise and agree close-out of non-conformance reports

Essential

  • A degree in engineering (Level 8 qualification in the National Framework of Qualifications or equivalent)

  • At least eight years’ satisfactory post-graduate experience as a senior resident engineer in the delivery of road and bridge projects, including:

    • three years’ site-based experience on a road project with a construction value of at least €3 million

    • greenfield scheme greater than 1km in length

    • scheme involving temporary traffic management

    • a railway overbridge or underbridge structure

  • Experience of administering the public works forms of contract (PW-CF3)

  • Experience in the supervision of works in a railway environment

  • A high standard of technical training and experience, including administrative experience of contracts, the roles and duties of the respective parties, contractual obligations and timeframes

  • Experience in implementing procedures and systems for accurate record-keeping and claim management

  • Experience of monitoring the contractor for compliance with health and safety regulations, temporary traffic management plans and environmental commitments

  • Good organisational skills

  • A strong work ethic

  • Excellent written and oral communication skills

  • Fluency/high level of proficiency in spoken and written English

Desirable

  • Chartered engineer status (CEng MIEI or equivalent) 

  • Personal Track Safety training

  • Knowledge and awareness of health and safety legislation and regulations

  • Knowledge of dispute management procedures under civil engineering construction contracts

  • Experience in the assessment and approval or otherwise of value engineering proposals

  • Experience of supervising engineering teams involved in the construction stage of civil engineering projects

  • Experience in implementing procedures and systems for quality control on site 

  • Experience of preparing clear and concise reports
